摘要
改革开放以来,行政区划调整使高等级城市可以利用行政手段调动和集聚更多的资源,获得了优先发展机会。然而,这种做法的负面效应当前逐步显现,表现为城镇空间过快扩张、中小城市发展活力受到抑制、不同层级城镇差距扩大等。文章认为,当前行政区划调整模式的制度红利已充分释放,制度运行成本增大,已具备行政区划调整政策改革的基本条件,亟需通过行政区划改革,减少行政等级对资源配置的影响,建立城乡要素的平等交换机制,推动城市发展转型和管理模式创新。
Benefiting from the regulation of administrative divisions, high - level cities governments have given priority to development opportunities by mobilizing more administrative resources since 1978. However, the negative effect of this policy is gradually being felt, which is reflected in excessive expansion of urban space, inhibiting the development of small and medium - sized cities and widening the gap between different adminis-trative levels of towns. The article maintains that with increasing operating costs, positive implications of the policy have been fully released. It is necessary to reform current administrative division policy to reduce the negative impacts of administrative hierarchies on resources allocation and develop an equal urban - rural factors exchange mechanism so as to promote the transformation of urban development and the creation of new management models.
