摘要
学区制是政府促进义务教育区域内优质均衡,推进基本公共教育服务均等化的重要制度设计与现实选择。有别于英美"学区制"以"自治"为核心的制度变迁逻辑,我国学区制受到行政管控逻辑的支配,呈现出鲜明的"自上而下"的路径依赖特征,不可避免地导致学区自主发展能力弱化,改革内生动力严重不足,从而使学区制改革陷入低效的"纳什均衡"状态。为此,回归学区制"自治"内核成为优化学区制改革最佳路径,在组织管理模式上实现从"管理"到"治理"的转型,在制度变革方式上由"行政驱动"向"自主变革"转变,最终形成"自治""主动""内生""开放"的自组织形态。
School district system is an important system design and realistic choice for government to regionally promote the equalization of compulsory education and to improve the basic public education services.Different from the "institutional change logic"in western countries,which take "autonomy"as core,our administration-dominated school district system has distinct"top-down"path dependence,which inevitably weakens its ability of self-development and endogenetic impetus of reforming.As a result,school district system reform falls into an ineffective"Nash Equilibrium"state.So the best way to optimize the school district system reform is regressing to its kernel,namely"autonomy",achieving the transformation from "administrating"to"governing",institutionally changing from administration drive to initiative reform,and ultimately forming an "autonomous""initiative""endogenous"and "open"organization form.
