摘要
国有企业大规模海外投资并承担我国对外投资的主力军,是中国特有的经济现象。加强国有企业海外投资监管是确保国有企业海外投资安全及投资效率的必要举措。建立完备的海外投资监管制度框架,进行顶层制度设计和微观制度完善,是当前国有经济管理的重要内容。本文在确定监管对象的基础上,明确了国有企业海外投资监管的三大目标,综合考虑监管主体、对象、环境、要素等方面,提出了一个整体性的监管制度体系,以弥补当前系统性研究不足的问题;理清不同层次监管主体之间的关系,重点研究了政府、企业、第三方服务机构和非正式组织在监管制度中的协同作用,并提出具体的监管对策。
Large scale overseas investment by state-owned enterprises is a unique economic phenomenon in china. Strengthening the supervision of overseas investment of state-owned enterprises is a necessary measure to ensure the safety of overseas investment and efficiency of state-owned enterprises. To establish overseas investment regulatory system framework and to improve the top-level system design and micro system is an important part of state-owned economy management at present. Based on defining the the regulatory Object, this paper makes the three major objectives of overseas investment supervision clarified, considering the supervision subject, object, environment, and other factors, put forward a comprehensive supervision system; This paper also clarifies the relationship between different levels of regulatory bodies, focuses on the synergy of government, enterprises, the third party service organization and informal organization in the regulatory system, and finally puts forward specific measures of supervision.
