The Relationship between Marine Resources Development and Marine Economic Growth in China

摘要 从海洋生物资源、海洋矿产资源、海洋空间资源和海洋旅游资源四个方面构建海洋资源开发评价指标体系,利用基于熵权的模糊相对隶属度模型对我国海洋资源开发进行综合测度。在此基础上,引入VAR模型探究海洋资源开发与海洋经济增长之间的关系及其关系的空间特征。结果表明:(1)2001—2014年,我国海洋资源开发综合指数呈整体明显上升趋势。广东、山东两省海洋资源开发综合指数水平最高;浙江、福建、辽宁海洋资源开发综合指数较高;天津、海南、江苏、河北海洋资源开发综合指数较低;上海、广西海洋资源开发综合指数水平低。(2)我国海洋资源开发与海洋经济增长存在显著相关性,海洋经济增长对海洋资源开发的响应趋势存在明显差异,天津、辽宁、浙江、山东、广西和海南属于波动型响应,河北、上海、江苏、福建、广东属于平滑型响应。(3)海洋资源开发与海洋经济增长关系的总体空间分布,以山东、广东响应低值中心为两极,响应程度向南北方向递增,两者关系与海洋经济发展水平在空间分布上具有一致性,表现出明显的"马太效应"。(4)海洋资源开发与海洋经济增长关系的不同类型在空间上呈部分连片集中,各类型交替不连续分布的特征,广东、山东、福建和天津脉冲响应程度介于0.001~0.041之间,属于弱响应;河北、辽宁、浙江脉冲响应程度介于0.042~0.075之间,属于较弱响应;上海、江苏脉冲响应程度介于0.076~0.150之间,属于较强响应;广西、海南脉冲响应程度介于0.151~0.340之间,属于强响应。 There is a complex relationship and interaction between marine resources development and marine economic growth. The evaluation index system of marine resources development is constructed from four aspects: marine biological resources, marine mineral resources, marine spatial resources and marine tourism resources. The fuzzy relative membership model based on entropy weight is used to measure the development of marine resources in China. On this basis, the VAR model is introduced to explore the relationship between marine resources development and marine economic growth and the spatial characteristics of its relationship. The results show that: (1) From 2001 to 2014, China's marine resources development index showed a general upward trend. The comprehensive index of marine resources development in Guangdong and Shandong provinces is the highest;that in Zhejiang, Fujian and Liaoning is higher; Tianjin, Hainan, Jiangsu and Hebei shows lower comprehensive index; that in Shanghai and Guangxi is low. (2) There is a significant relationship between the development of marine resources and the growth of marine economy. The response of marine economic growth to the development of marine resources has obviously difference. Tianjin, Liaoning, Zhejiang, Shandong, Guangxi and Hainan are fluctuation response, Hebei, Shanghai, Jiangsu, Fujian, Guangdong are smooth response. (3) The overall spatial distribution of the relationship between marine resources development and marine economic growth, with the response of low-score centers in Shandong and Guangdong, is increasing in the north- south direction. The relationship between the marine resources development and marine economic growth is consistent with the spatial distribution of marine economic development, showing a significant "Matthew effect". (4) The relationship between the development of marine resources and the growth of marine economic growth is partly interspersed in the space, and the intermittent distribution of each type is not continuou
