During the Second Sino-Japanese War, with the cooperation of local elites the Japanese army estab- lished a large number "Protected Villages" in southern Shandong province in cooperation with the local elites so as to strengthen its military rule in the rural areas of Lu' nan and to protect rail and road transport lines As a key player in maintaining the operations of the "Protected Villages," the Baojia Chang group shouldered responsibility to collect the grain taxes, to organize the masses, to keep watch on CPC members, and to reconcile the contradic- tions between the military and the civilian population. During the initial stages, the "Protected Villages" effec- tively constrained the expansion of the CPC forces in the Lu' nan countryside, as represented by the Lu' nan Rail- way Guerrillas in southern Shandong. However, as the CPC gradually transformed its strategies and tactics and re- sorted to means such as the threat of force and supplemented by extensive operations of local social relations, the Baojia Chang group was forced by the CPC to change its loyalty and become "revolutionary double-dealers," which eventually resulted in the collapse of the "Protected Villages. " Pulled deeply into the power struggle be- tween the pro-Japanese and the anti-Japanese forces, for the sake of self-preservation the behavior of the Baojia Chang group shifted among cooperation, compromise, and resistance. The success of the CPC strategy rested pre- cisely on its accurate grasp of the group' s actions and demands.
