摘要
在坚持系统性和层次性相统一、可操作性和可比性相结合、动态性和静态性相统一等原则的基础上,构建了退耕还林工程综合效益评价指标体系。该指标体系可为我国政府制定相关的退耕还林政策提供依据,同时还能实现对各部门及单位在退耕还林工作方面进行评比,从而发挥激励和鞭策作用,促进该工程的顺利实施。提出了采用组合评价法对退耕还林工程综合效益进行全面、客观的评价,该方法较传统单一评价方法更具客观性、科学性,为科学评价退耕还林工程效益提供了崭新的思路。
Based on the principles of mutual unity between systematicness and hierarchy,mutual combination of operability and comparability, mutual unity between dynamics and statics, the comprehensive benefit evaluation index system of the Conversion of Cropland to Forest Program is established. The index system can provide the basis for the government to formulate the relevant policy of the Conversion of Cropland to Forest Program,at the same time it can also realize the rating of all departments and units, so as to play a stimulating and spurring role, to promote the smoothimplementation of the program. The combination evaluation method is put forward to conduct the comprehensive and objective evaluation to the comprehensive benefit of the Conversion of Cropland to Forest Program. The method is more objective and scientific than the traditional single evaluation method,and it provides a new idea for scientifically evaluating the benefit of the Conversion of Cropland to Forest Program.
