摘要
分布式电源对优化能源结构、应对气候变化、保护生态环境、促进经济社会可持续发展具有十分重要的作用。但同时,分布式电源的广泛应用对电力系统潮流分布、短路特性、电能质量等产生影响,可再生能源的随机性、波动性、间隙性,会给电网规划、运行、维护、保护和控制等带来诸多困难。为支撑分布式电源安全并网、高效运行和经济运维,国家电网公司组织修订了Q/GDW 10370—2016《配电网技术导则》。文章基于分布式电源的并网特点,总结分析了分布式电源并网后对配电网安全运行、电能质量及保护方面的影响,系统性地介绍了该导则中关于分布式电源接入技术原则及运维要求的相关规定,阐释了条款规定的目的及依据,为分布式电源的规范并网以及配电网的主动管理及控制提供了重要的标准化支撑。
Distributed generation (DG) has a significant value for optimizing the energy structure, coping with climate change, protecting eco-environment and promoting sustainable development. Meanwhile, the wide application of DG also brings impact to the power flow distribution, short circuit feature, power quality, etc. The random, volatility and intermittent features of renewable energy also create issues for the planning, operation, maintenance, protection and control of power grid. To support the safe integration, efficient operation and economic maintenance of DGj State Grrid Corporation o f China has developed the technical specification and requirements o f u Technical Guidelines fo r Distribution System99 . Based on the characteristics o f distributed generation, this paper analyzes the impact of DG to the safe operation, power quality, and the protection of power system, introduces the technical specification and requirements in the u Technical Guidelines fo r Distribution System^, explains the objective and technical basis of each items, which provides the standardization support for the safe DG integration and active management and control of distribution network.
