摘要
南海争端经年已久,时值国家崛起中将强而未强之际,以适当的方式处理南海争端,不但事关国家领土主权与海洋权益的维护,事关中国与争端国的关系和区域合作乃至区域和平的维持,更事关中国的崛起进程,事关未来区域与全球的秩序。我们必须创新思维,创新争端处理方式,以和平解决争端为目的,采取渐进的方式。共同开发就是这种新思维的产物和自然选择。共同开发如同一种特殊的谈判形式,争端各方对无法达成一致的问题搁置不谈,而是努力促成各方共同利益,从而形成制度化的合作来处理争端,维护国际关系的稳定。
Any proper approach to the pending disputes concerning the South China Sea before China is to rise to its height will have an impact on the sovereignty and maritime interests of China,the relationship between China and other claimant countries,the regional cooperation and peace in the region,the fullfledged rise of China,and even the international order in the region and across the globe.It is wise to innovate the approach for the sake of managing the disputes,preventing their worsening and resolving them in due time.Joint development is a result of this new thinking and a natural choice for the country.Setting aside the differences,the disputants work together in joint development—like a special form of negotiation—to promote the common interests of the disputants,which is to narrow down the differences and pave way for dispute settlement.
