摘要
以问题导向为基本研究方法,以洪江市的改革实践所形成的有关制度性的政策措施为研究对象,对照实际施行效果,借鉴相关理论研究成果,对洪江市推进林业市场化经营改革有关制度性政策措施进行深入研究和评价。基于研究结果,就如何巩固林改成果,完善集体林权制度提出了相关的意见和建议。
With the problem oriented as the basic research methods, and the relevant institutional policy measures formed by the city＇s reform practice as the research object which actual effect was contrasted and related achievements of theory research was referred, further research and evaluation on relevant institutional policies and measures to promote the reform of forestry marketization operation was made. Based on the research results, the paper puts forward some suggestions on how to consolidate the achievements of forest reform and improve the system of collective forest rights.
