摘要
从环境规制是否影响了货物贸易出口商品结构这一问题出发,文章利用2001-2014年中国30个省市的面板数据,采用系统GMM估计方法,实证分析了不同类型环境规制对我国货物贸易出口商品结构的影响。研究表明:(1)费用型环境规制与出口商品结构间存在"U"型非线性关系,投资型环境规制与出口商品结构间存在倒"U"型非线性关系;(2)投资型环境规制之于出口商品结构的滞后效应较费用型环境规制更强;(3)在影响途径上,投资型环境规制更偏好促进技术创新,费用型环境规制则主要影响环保成本;(4)两种类型环境规制对于东部和中西部出口商品结构的影响强度有所不同。加强环境规制对我国货物贸易出口商品结构优化的促进作用,应重点从以下着手:考虑不同类型环境规制对出口商品结构影响的特点制定恰当的规制水平;根据不同类型环境规制的优劣势组合使用环境规制工具;加强环境规制与企业技术创新间的紧密联系;选择与区域产业分布特征相适宜的环境规制工具。
Starting with the problem of ＂How does environmental regulation affect export structure of trade in goods＂, this paper, using 2001 -2014 panel data of 30 provinces in China, empirically analyzes the influence of different types of environmental regulation to Chinese export structure of trade in goods with System GMM estimation method. The results showed that： （ 1 ） There is a ＂U＂ - shaped nonlinear relationship between expenditure - style environmental regulation and export structure and an inverted ＂U＂ -shaped nonlinear relationship between investment- style environmental regulation and export structure. （2） The lagged effect of the investment - style environment regulation on export structure is stronger than the expenditure - style environment regulation. （3） In the influence way, the investment- style environment regulation is more preferred to promote technological innovation, and the expenditure - style environment regulation mainly affects the environmental cost. （4） The two types of environmental regulation have different impact on the structure of export in the east, the middle and the west. To reinforce the positive effects, some suggestions follow： Considering the influence characteristics and formulating appropriate regulation level; According to the advantages and disadvantages of different types of environmental regulation, using a combination of environmental regulation tools; Strengthening the close relationship between environmental regulation and enterprise technological innovation; Applying environmental regulations that are appropriate to the distribution of regional industries.
