摘要
存量工业用地的低效利用,影响了我国新型城镇化的推进。当前我国存量工业用地低效利用的困局呈现出四个特点:宏观上对工业经济增长的贡献率低;微观上致市场发育缓慢,使资源配置效率低;工业用地存在低效和闲置利用问题;工业用地二次利用困难,且尚无完善的退出机制。从制度实施绩效的角度来看,工业用地集约利用的四个环节均存在较严重的制度失灵问题:土地用途管制制度的失灵,最低价格管制制度的失灵,集约利用"硬"指标被"软"化,退出再利用机制低效。提升存量工业用地利用效率的关键在于:促进指标管控与分区管控融合;进一步改革集体土地入市制度与征地制度;政府由土地一级开发者向工业地产运营商转变;建立弹性规划制度。
The low efficiency of stock industry land use leads to land urbanization faster than population urbanization and the separation of the city and the industry, which impacts the development of new urbanization in china. Its inefficient use of the dilemma presents four characteristics: The contribution to the economic growth of the industry is low; In the microscopic the price mechanism incomplete and so resource allocation effi- ciency is low; Low efficiency and idle use of land and difficult regulation is outstanding problem; To reuse the land is difficult and it did not have a good exit mechanism. From the perspective of system performance, four links have the system failure: The land use control system is failure; The lowest price control sys- tem is failure; The intensive use of hard indicators is soft; The inefficiency of withdrawal mechanism is low. The key to improve the utilization efficiency of industrial land is: to promote the in- tegration of index control and zoning control; to further reform the collective land market system and land expropriation system; the government should transform from the first level of land de- veloper to industrial real estate operators; to establish flexible planning system and multi -financing system.
