摘要
[目的/意义]目前由于突发事件快速响应效率不高导致更大的财产损失和人员伤亡,通过深入探讨突发事件决策需求不仅促进精准的决策需求形成,还有利于更大限度地满足突发事件的决策需求,提升突发事件快速响应效率,从而最大限度降低突发事件所导致的损失。[方法/过程]面对大量异构、复杂的突发事件多源主、客观数据,借助多源数据融合具有提高数据的可信度和解决问题的精度的优势,构建多源数据的信任函数,利用粒度原理对多源数据和决策需求进行粒度化表示,并通过距离熵来量化各类数据之间关联程度。[结果/结论]从情报学视角借助知识组织理论和方法促进突发事件决策需求有序化、优质化和知识化过程,帮助获取明晰和精准的突发事件决策需求,从而提升突发事件快速响应效率,最大限度降低突发事件导致的损失。
[Purpose/significance] At present,the inefficient emergency fast response leads to great loss of property and casualty accidents. The in-depth study of emergency decision-making requirements can not only promote the precision of decisions,but also meet the requirements of emergency decision-making to a greater extent,so the loss may be minimized by improving the emergency fast response efficiency. [Method/process]Faced with a large number of heterogeneous and complex emergencies,the paper exploits the fusion of multi-source subjective and objective emergency data to improve the data reliability and precision of responses. On this basis,the paper designs the trust function of multi-source data,uses granularity principle to express multi-source data and decision-making requirements,and adopts distance entropy to quantify the correlation degree among data. [Result/conclusion] From the perspective of information science and using knowledge organization theory and method,the paper promotes the ordering,optimization,and intellectualization of emergency decision-making requirements and helps to gather clear and precise decision-making requirements,therefore the emergency response efficiency is improved,and loss can be minimized.
