摘要
中国特色社会主义政治经济学的基本经济范畴是什么?需要做出全面系统的研究和探讨。该文提出,共同富裕范畴,可以作为中国特色社会主义政治经济学理论体系基本经济范畴。主要理由是:共同富裕范畴涵盖了人民群众的根本利益,体现了中国特色社会主义建设以人民为中心的根本立场;共同富裕是中国特色社会主义的根本目标,反映中国特色社会主义的本质特征,是中国特色社会主义经济制度区别于以往一切剥削制度的根本标志;共同富裕是中国特色社会主义经济运行的轴心,体现中国特色社会主义基本经济规律的主要要求。中国全面实现小康社会的目标,和扶贫脱贫的重大举措,是共同富裕理论的伟大实践。共同富裕范畴和理论,是构筑中国特色社会主义政治经济学科学体系的核心。以此为指导,设想分五大篇:第一篇,中国特色社会主义基本经济制度和体制机制,是实现共同富裕的制度保证。第二篇,解放生产力、发展生产力是中国特色社会主义的根本任务,是实现共同富裕的物质基础。第三篇,微观经济运行,是共同富裕在微观领域的实现。第四篇,宏观经济运行,是共同富裕在宏观领域的实现。第五篇,国际经济关系和对外开放既是加快中国经济发展,实现共同富裕的手段,又是构建人类命运共同体,在世界范围内共建共享,促进世界人民共同富裕。
What is the basic economic category of the socialist political economy with Chinese characteristics？ It is necessary to make a comprehensive and systematic research and discussion. The paper puts forward that the category of common prosperity can be used as the basic economic category of the socialist political economy system with Chinese characteristics. The main reasons are： Common prosperity category covers the fundamental interests of the people, embodies the basic standpoint of the construction of the socialism with Chinese characteristics as people centered, embodies that common prosperity is the fundamental goal of the socialism of Chinese characteristics, reflects the essence of the socialism with Chinese characteristics, and serves as the fundamental symbol that socialist economic system with Chinese characteristics is different from all the past common exploitation system; Common prosperity is the center of socialist economic operation with Chinese characteristics, reflects the main demand of basic socialist economic law with Chinese characteristics. China＇s goal of realizing a well-off society in an all- round way and important measures to help the poor and shake off poverty is great practice of the theory of common prosperity. The category and theory of common prosperity is the core of constructing the scientific system of socialist political economy with Chinese characteristics. As a guide, the idea can be divided into five parts： First, the basic economic system and institutional mechanism of socialism with Chinese characteristics, is the system guarantee to realize common prosperity. Second, liberating and developing productivity is the fundamental task of socialism with Chinese characteristics and the material basis {or realizing common prosperity. Third, microeconomic operation is the realization of common prosperity in the micro field. Fourth, macroeconomic operation is the realization of common prosperity in the macro field.
