基层政府落实PPP项目的困境与出路——基于对X县B水厂项目的案例分析被引量：1

摘要政府职能转变意味着政府通过引入更多具有活力和潜力的社会资本来完善对公共服务的供给。在此背景下,PPP模式应运而生。但是,目前基层政府在落实PPP项目中,仍然存在实践困境。从对X县B水厂PPP项目的调研情况可知,目前PPP模式在中国实践中的困境主要体现在项目责任主体模糊导致监管乏力、周期跨度过长导致项目不可持续性因素增加、咨询体系建设不完善导致政府和社会缺乏专业化沟通平台等三个方面。为此,应厘清PPP项目责任内容和责任主体,完善监督追责机制;建立PPP项目制度化管理模式;完善咨询体系建设,为PPP项目建立专业化运作平台。
