摘要
研究目的:基于成都市2013年和2015年的农户调研数据,分析创新实践地区农户生计资产与耕地保护补偿政策效应的动态响应关系。研究方法:组合赋权法,TOPSIS综合评价法,偏最小二乘回归模型,卡尔曼滤波调整。研究结果:(1)2013—2015年,成都市受访农户的生计资产总值略有提升,除人力资产和自然资产外,其他资产均在增加;随着耕地保护基金政策的实施,成都市农户农业种植及改善农田生态环境的积极性增加。(2)成都市耕地保护基金政策效应变化的主要驱动力为农户家庭金融资产流动,其中家庭人力资产、金融资产和自然资产丰裕度是影响农业经营户感知补偿政策效应的主要指标,促使兼业经营户政策效应变化的主要资产是人力资产和金融资产,心理素质水平提高则驱动非农经营户对补偿政策成效的评价变化。研究结论:建议积极实践政府主导与市场交易相结合的多元补偿策略,规范指导下一阶段补偿政策的实施。
The aim of this paper is to analyze the dynamic response relationship between the changes of farmer＇s livelihood assets and the effects of compensation policy for farmland protection in the innovation practice area. Combined weighting method, TOPSIS comprehensive evaluation and partial least squares regression model are employed in the paper. The results show that 1）from 2013 to 2015, the total value of farmers livelihoods in Chengdu increased slightly except the human capital and natural capital; with the implementation of the farmland protection fund policy, the enthusiasm of farmers to participate in agricultural cultivation and ecological environment protection enhanced. 2）The main driving force concerning the changes of policy effects is the household financial capital flow. The increase of household human capital, financial capital and natural capital are the driving forces of the changes of rural households＇ perceived compensation policy, the main assets that cause the changes of policy effects on concurrent business households are human assets and financial assets, and the improvement of the psychological quality regarding family members changes the evaluation effectiveness of the compensation policy. In conclusion, the relevant government departments should actively implement the diversified compensation strategy combined with government domination and market transactions, and standardize compensation policy implementation in the next stage.
