摘要
地方政府驻京办事机构作为一种极富中国特色的制度形式,是中央与地方间联系、沟通的特殊组织机构。当代中国地方政府驻京办事机构产生于特定的政治、经济和社会背景之下,与中国传统的同类组织相比,实现了制度形式的创造性转换。改革开放以前,地方政府驻京办事机构经历了建置、发展与裁撤的演变历程。改革开放后,地方政府驻京办事机构得以在新的基础上恢复重建和快速发展,其后又伴随着地方经济社会的发展而急剧膨胀,并在新时期开始了新的调整和改革历程。地方政府驻京办事机构的发展演变不单是自身组织形式和制度内涵的变异,更反映了国家宏观制度体系的自我调适和自我完善。
As a kind of institutional form with Chinese characteristics, representative offices in Beijing of contemporary China's local governments are the special organization to connect and communicate between the central and the local authorities. Representative offices in Beijing of contemporary China's local governments emerged in the specific political, economic and social backgrounds and realized the creative transformation of the institutional structure compared with China's traditional and same organizations. Before the reform and openingup, representative offices in Beijing of contemporary China's local governments experienced the evolution of establishment, development and dissolution. After the reform and opening-up, representative offices in Beijing of contemporary China's local governments have resumed reconstruction and got rapid development on a new basis, then followed rapid expansion with local economic and social development, and began a new adjustment and reform process in the new period. The development and evolution of representative offices in Beijing of contemporary China's local governments is not only the variation of its own organizational form and institutional connotation, but also reflects the self-adjustment and self-perfection of the national macroscopic system.
