摘要
为了探究城市公共自行车系统建设和运营中如何应用公私合作模式(PPP)实现政府和企业的共赢,以山东省潍坊市为例,采取文献研究法和调查法,分析在此模式下政府及企业两者利益关系的平衡,明确政府职责及企业义务;评价了PPP模式下构建公共自行车系统的社会效益,有利于缓解政府财政压力,为私人企业提供盈利机会,同时促进生态城市的可持续发展。最后探究PPP模式下构建公共自行车系统的未来发展路径,应建立专门管理机构,明确监管机制及评判标准,完善公私合作法律法规,才能使PPP模式在公共自行车构建中发挥更大的效用。
In order to explore how the application of public-private partnership mode in the urban construction and operation of public bicycle system contributes to the win-win of government and enterprises, this paper uses the literature research and investigation method for a case-study in Weifang, Shandong. This paper analyzes the balance of benefits between government and enterprises under such mode and corrfirmes the government responsibilities and enterprise obligations. Moreover, under the PPP mode, this current study evaluated the social benefits of establishing the public bicycle system, contributing to relieving the financial pressure, providing profit chances and enhancing sustainable development of ecological cities. In addition, the paper explored future development path of the construction of public bicycle system under the PPP mode. Particularly, it is necessary for the public bicycle system under the PPP mode to establish the specialized management institution, to develop the clear-cut supervision mechanism and to evaluation standards as well as improve rules and regulations of public-private partnership.
