摘要
激励约束机制是金融精准扶贫高效开展的重要条件。模型证明,政府在金融精准扶贫中对金融机构实施激励约束的效果要好于直接把扶贫资金补贴给贫困户,政府对金融机构实施激励约束政策能有效解决金融机构参与金融扶贫的持续性差、动力不足问题。当前,受金融精准扶贫的政策性目标与金融机构经营目标不匹配、贫困地区金融生态环境不改善等因素影响,我国金融精准扶贫存在约束过度与约束缺位并存、激励不足等问题。为此,在构建金融精准扶贫的激励约束机制时,应坚持政府引导、金融机构为主体,市场运作、改革创新,突出重点、统筹兼顾,金融扶贫为主、财政扶贫为辅等原则,从优惠政策扶持、财政扶贫资金投入、风险救助补偿、金融生态环境培育等方面入手建立激励机制,从差异化金融扶贫监管、财政扶贫资金监督管理、金融精准扶贫科学考核等方面着手建立约束机制。
The incentive and restraint mechanism is an indispensable factor for the efficient implementation of financial precision poverty alleviation. Given the model has proved that it is more beneficial for the government to impose the incentive and restrain mechanism for financial institution than to provide the subsidies for poverty alleviation. The government which exerts the incentive restrain policies on financial institution can effectively solve problems of lacking sustainability and undermotivation of financial institution in the process of the financial precision poverty alleviation. At present, our incentive and restrain mechanism of financial precision poverty alleviation exerts the problems of incentive deficiencies, excessive restrains and the absence of constrains, which was affected by the factors of improper matches between policy target of financial precision poverty alleviation and executive target of our financial institutions, and financial circumstances of poor areas can＇t be improved. Hence, the establishment of incentive constraint mechanism should adhere to the principle of government guidance, financial institutions as the main body, market operation and the principle of reform and innovation, emphasizing the key point, making overall plans and taking all factors into considerations. The financial poverty alleviation is given priority to the government financial poverty alleviation. Establish the incentive mechanism from the preferential policy support, financial funding for poverty alleviation, risk compensation relief, cultivation of financial ecology. Meanwhile,establish the restrain mechanism from differentiating the financial supervision, financial supervision and administration of poverty alleviation funds for poverty alleviation and precisely scientific assessment of financial poverty alleviation.
