摘要
近年来,顺应贸易便利化发展需要,我国跨境B2B电子商务迅速崛起,而跨境B2B电子商务平台的诞生和发展在其中起到了至关重要的作用。根据服务内容和特征的不同,跨境B2B电子商务平台可分为信息平台、交易平台、综合服务平台三类,三类平台均可达到促成交易的功效,只是功能定位、影响方式、作用路径以及所带来的便利和面临的风险存在不同,如信息平台自由而真实的言论传播功能,交易平台撮合交易、便捷结算的功能,综合服务平台辅助交易的功能。三类平台在跨境B2B交易中的作用无法相互替代,是相辅相成的关系,就整个跨境B2B交易市场而言,三类平台缺一不可。企业在进行跨境B2B交易时,应根据交易进程的需要,选择最适合自己的平台,进而通过对平台的高效利用,有效降低平台使用风险,达到提高交易效率、增加交易利润、提升企业贸易能力的目标。而政府则需要尽快出台相应的政策法规以更好地管控平台界限和维护信息安全,并对各类平台进行风险分析,出台风险分析报告,供贸易商选择平台的时候使用。
In recent years,to meet the requirement of trade facilitation,the cross-border B2B e-commerce has been developed rapidly;and the existence and development of cross border B2B e-commerce has played the significant role.According to service contents and characteristics,the e-commerce platforms can be classified as information platform,trading platform and integrated service platform. On the basis of comparing the modes and pathway of three platforms,the authors analyze the risks in the transaction of B2B E-commerce and put forward countermeasures to avoid the risks. Because of differences in terms of function,these platforms are not substitute with each other,but the complements with each other;and neither of them can be neglected. While involved in cross border e-commerce,the enterprises should choose the most suitable platform according to the trade process to effectively improve efficiency,reduce risk,increase profit,and improve enterprises' capability for trade. The government should introduce related policy and regulation to better control the platform boundary and guarantee information safety,carry out risk analysis,and provide suppliers with risk analysis report to help them to choose the suitable platform.
