摘要
发展电子商务,有助于转变县域经济增长方式,推动服务业转型升级,催生新兴业态,有效解决在经济新常态下所面临的发展与转型的双重压力。因此,地方政府高度重视,从战略规划、政策制定以及资源配置等方面,做了专门的部署安排。但是,在实际调研中发现,由于发展观念守旧、科学谋划不够、统筹安排欠缺,以及民众素质低下、基础条件较差、电商人才匮乏等,使得县域电商发展十分缓慢。要发展县域电商,地方政府需认真研判县域实情,找准优势劣势,科学谋划,把有限的财力、物力、人力,精准用到优势切入点,重点突破,定能形成"燎原之势",最终实现电子商务产业带动作用,促进县域经济全面提升。
The development of e-commerce is conducive to the change of county economic growth mode,the transformation and upgrading of the service industry,the birth of new formats,and can effectively solve the dual pressures of the development and transformation of the economy under the ' new normal'. Therefore,the local government attaches great importance to E-commerce. They made special arrangements on the strategic planning,policy development and resource allocation,etc. However,the development of county E-Commerce is seriously impeded because the concept is old,scientific planning is not enough,co-ordination arrangements is lacking,the residents' quality is low,the infrastructure condition is not good,and the talents of E-Commerce are lacking. To promote the development of county's E-commerce,the local government needs to judge the truth,identify the strengths and weaknesses,make scientific planning and put the limited financial resources,material and human resources to the keypoint to make a breakthrough,which will spread over the country,and finally realizes the leading role of e-commerce to promote the development of county economy.
