摘要
实验室评估是考察实验室建设水平和使用效益的重要手段。针对目前评估指标存在的共性问题,结合工作实践,按照指向性、独立性和覆盖度原则,提出了一套评估军队院校实验室综合效益的指标体系。该体系设置"建"和"用"两个一级指标,分别考察实验室在评估时点的建设水平和评估区段内的使用效果,"建"和"用"下共设置8个二级指标和32个三级指标。所有指标的分值和权重分别设置,分值满分均为100分,权重为变量,权重根据实验室种类和院校建设思路设定,解决看不清"长短腿"和体系不通用的问题。
Laboratory evaluation is a key method to measure the construction level and the service benefits of the laboratory. Considering the common problems in the present evaluation indicators, the author puts forward an indicator system on evaluating the comprehensive benefits of the laboratories in military academies according to his or her working experience under the principles of directivity, independence and coverage. It includes two primary indicators, that is, "construction indicator" and "utilization indicator" which measure the construction level at the evaluation time-point and the utilization efficiency in the evaluation segments of the laboratory respectively. There are 8 secondary indicators and 32 third-rate indicators subordinating to the two primary indicators, whose scores (the full score is 100) and weights (serving as variables) are set respectively. The weights are set based on the laboratory types and the actual construction ideas of the military academies so as to be practical.
