基于低碳经济的徐州都市圈工业结构转型与布局优化 被引量:10

Transformation of Industrial Structure and Layout Optimization based on Low-Carbon Economy in Xuzhou Metropolitan Area

摘要 通过构建工业碳熵与区域碳熵概念模型,运用数据包络分析等方法,基于低碳视角,探讨了2000—2015年徐州都市圈工业结构转型特征及优化路径。发现:(1)徐州都市圈优先发展行业产值比重呈上升趋势,且呈现由以劳动密集型行业为主向资本、技术密集型行业为主演变;适度发展行业以劳动密集型行业为主;限制发展行业以资源、劳动密集型行业为主且产值占比呈下降趋势。空间上,三类行业均呈核心外围格局且集聚程度有增强之势,且优先发展行业由中心城向外围工业技术梯度逐次降低。(2)徐州都市圈高效率行业呈现由资源、劳动密集型行业为主演变为劳动、资本密集型行业为主,低效率行业以资源、劳动密集型行业为主。(3)行业上,徐州都市圈工业可划分为高效率优先行业、低效率优先行业、高效率适度行业、低效率适度行业、高效率限制行业、低效率限制行业等6种类型;空间上,可划分为高效率优先行业集聚区域、高效率适度行业集聚区域、低效率适度行业集聚区域、低效率限制行业集聚区域等4种区域类型。据此,从行业与空间2个视角提出都市圈工业结构转型及布局优化调控路径。 Using a statistical panel data in Xuzhou Metropolitan Area from year 2000 to 2015, industry structure transformation and spatial layout optimization are discussed by using the DEA model, based on putting forward the concept and formula of Industrial Carbon Quotient and Regional Carbon Quotient. The result as follows : (1) Prior Industries that capital and technology intensive Industry gradually played a dominant role instead of labor intensive industry were more than half of the Gross Industrial Output Value in year 2012, while Moderate Industries were always dominated by labor intensive industry and competitiveness of it in the whole country need to be strengthen. The proportion of Restricted Industries oriented in resource and labor intensive industry presented a downward trend. From the perspective of spatial layout, three industries each had distribution center, performed concentration significantly, and the Prior Industries from the central city to the periphery of industrial technology gradient successive reduction. (2) High Effective Industry and Low Effective Industry were gotten divided by using DEA model. High Effective Industry that labor and capital intensive Industry gradually played a dominant role instead of resource and labor intensive Industry. Resource and labor intensive industry accounted for a large proportion of Low Effective Industry. (3) Above of all, industries could be divided into six type, including High Effective ,~nd Prior Industry, Low Effective and Prior Industry, High Effective and Moderate Industry, Low Effective and Moderate Industry, High Effective and Restricted Industry, Low Effective and Restricted Industry. High Effective and Prior Development Region, High Effective and ModerateDevelopment Region, Low Effective and Moderate Development Region, Low Effective and Restricted Development Region were also divided.
