摘要
贫困人口的可减贫性是建立精准扶贫激励性规制的基石,但政策对这个重要问题重视不够。利用612户农户调研数据,建立农户生产函数模型,运用分位数回归方法估计的结果显示,不同收入分位数农户的要素边际收益、边际替代率具有显著差异,且随着收入水平呈现上升趋势,揭示了不同收入农户在生产活动中对获取扶贫资源的经济激励差异。进一步根据估计的农户收入回归方程,估算了贫困农户达到脱贫目标所需的扶贫资源数量,结果表明贫困人口收入越低脱贫成本越高。最后,运用博弈模型分析了甘肃省两当县实施精准扶贫的成功案例,提出了通过建立贫困户与非贫户互助组等措施完善精准扶贫激励系统的规制设计思路与对策。
It is considered that the ＂poverty reduce-able＂ is the foundation of the effectiveness of the incentive system of accurate poverty reduction policy, but the regret is that this important issue is not paid enough attention. By using survey data of 612 household from mutual poverty reduction fund, and using the quantile regression model of production function, the marginal revenue and marginal substitution rate of the farmers＂ production factors are estimated. The incentive status of poor households and non poor households in production activities is also discussed. The number of poverty reduction resources for the implementation of the precision of poverty is estimated too. And the equilibrium results are analyzed by using the game model. Then an suggestion of implementation of the poor and non poor households to establish mutual aid group is given to realize the reorganization of factor to improve precision poverty policy.
