摘要
中国科技人才流失问题已引起广泛关注,为了缓解这一难题,分析了中国人才流失成因,基于已有文献提出收入决定人才流向假说,并利用WIOD数据测算了中外科技人才年收入,验证这一假说。结论表明,与外国相比,中国人均收入占GDP比重偏低,GDP中资本报酬占比过高,高技术人员劳动力报酬低,共同造成中国科技人才收入偏低,人才流失问题随之产生。对此提出了改善收入分配结构,提高科技人才待遇的相关政策建议。
China's technology talents drain caused widespread concern. This article analyzes the causes of the outflow of talents in China,based on existing literature to put forward the hypothesis of income decides talents flow,and uses the WIOD data to measure the Chinese and foreign scientific talents income,tests this hypothesis. The conclusions show that compared with foreign countries,China's per capita income as a share of GDP is low and GDP in the capital returns ratio is too high,high technology have labor low remuneration. They are the causes of low income in China's technology talents and the brain drain problem arises. Therefore,the paper put forward the relevant policy recommendations which are to improve income distribution structure and increase technological talents treatment.
