摘要
权力的运用离不开道德,权力在道德的制约中才能够发挥积极的作用。通过考察《君主论》中"强权即道德"的权德关系,阐述了正确处理权力与道德的关系对当今我国以德束权的现实意义,并提出如何完善行政公共权力的道德制约与监督机制。
Power cannot be exercised without morality, and only when restricted by morality can it produce an active role. Through studying the relationship between power and morality in the book titled The Prince, this paper explains the practical significance of properly handling their relationship for implementing the policy of restraining power with morality in China, and puts forward the way to perfectthe moral restriction and supervision mechanism of administrative public power.
