摘要
广西边防管理虽然在口岸通关便利合作、建立会谈会晤机制、协作打击违法犯罪、跨境警务协作及完善信息交流机制等方面取得了很大进步,但仍存在警务制度差异、认知上的分歧、口岸功能和设施不对应等诸多障碍。应构建以顶层设计为导向、领域拓展和配套制度建设为框架的区域警务合作模式,以提高边防管理区域警务合作实效,保障中国—东盟边境地区的和谐与稳定。
Great progress has been made in the border management of Guangxi in terms of convenient cooperation in port customs clearance, establishment of a mechanism for the talks and meetings, cooperation to crack down on illegal crimes, cross-border police service collaboration and improvement of the mechanism for information exchanges, but there still exist numerous obstacles, such as differences in police service system, cognitive differences, non-correspondence between port functions and facilities. Acordikngly, top-level design-oriented regional police service collaboration model with field expansion and supporting systems development as a framework should be constructed with a view to improving border management regional police cooperation effects, and safeguarding harmony and stability in China-ASEAN border areas.
