摘要
随着油气田基建项目的逐渐增多，质量问题频发，在现有工程质量监督管理模式下监督执法力度不够，导致许多工程质量问题无法得到及时处理。分析了施工单位典型工程质量问题以及监理履职现状，结合工程质量监督机构面临的挑战，提出通过加强工程质量监督队伍建设、优化工程质量管理组织结构、强化施工现场工程质量监督管理、加强对监理单位的监督管理以及积极推进工程质量监督信息化建设等手段，不断创新监管模式，从而提升工程质量监督管理效能。
With the gradual increasing of oil and gas capital construction projects, quality problems happen frequently. Insufficient enforcement efforts of supervision cause many engineering problems to be treated not in time. This paper analyzes typical construction problems in construction units and current status of duty performance of supervisors, and puts forward the following methods： enhancing the management to supervision units in aspects of team construction, quality management and organization optimization, and promoting the informationization construction of engineering quality supervision. The improvement of management efficiency is realized through constant innovation of supervision and manaaement.
