摘要
文章在政策执行理论的指导下,以《国家新型城镇化规划(2014—2020年)》和2015年底前出台的17份省级新型城镇化规划文本为研究对象,借鉴当前相对成熟的城市总体规划文本评估框架,采用内容分析方法,对新型城镇化规划文本在传递中的流变进行了分析。研究结果显示,省级新型城镇化规划与《国家新型城镇化规划(2014—2020年)》文本在要素和结构上趋同,各省新型城镇化规划在目标政策与行动计划等具体内容上具有地区差异;在新型城镇化的核心理念方面,省级规划文本较真实地反映了中央政策的理念,但在不同理念的陈述方面差异较大。
Guided by the policy implementation theory, the paper takes ＂National Plan on New Urbanization（2014-2020）＂ and 17 provincial planning textbooks which issued before 2015 as the research objects, references the relatively mature evaluation framework of master plan, and uses the content analysis method, analyzes the transmission and alteration of new urbanization planning textbook. The result shows that, the new urbanization planning textbooks of between province and nation have similar planning elements and structure, but there are various target policies and action plans in different provinces; on the core idea of new urbanization, each provincial planning textbook has followed central policy dutifully, but their statement about those planning ideas are different.
