摘要
编制突发环境事件应急预案及备案是公路建设项目法定义务,也是降低公路工程建设和运营期突发环境事件影响程度的重要手段。文章结合广西30多个公路建设项目突发环境事件应急预案编制和评估工作实践,总结分析了目前公路建设项目突发环境事件应急预案编制中主要存在的问题及原因,并提出了针对性的对策和建议。
Preparing and filing the emergency contingency plans for sudden environmental events are the legal obligation for highway construction project, which is also an important means to reduce the influence degree of sudden environmental events during highway construction and operation period. Combined with the contingency plan preparing and evaluating work practices for sudden environmental events in over 30 highway construction projects in Guangxi ,this article summarized and analyzed the main problems and causes of emergency contingency plan preparing for sudden envi- ronmental events in current highway construction projects, and proposed the corresponding counter- measures and suggestions.
