摘要
利用数据包络分析法(DEA),以运动休闲产业从业人员、旅游专项资金、运动休闲基地项目建设为投入指标,以运动休闲产业总收入为产出指标,对富阳区2008-2015各年间的运动休闲产业效益进行研究,发现富阳区运动休闲产业发展的整体效率相对较好,达到相对有效性的(效率值为100%),即实际竞争效益较好的是2011年和2015年,其余几年的实际效率处于75%~99%之间,其中80%~99%之间的有4个;通过对各年各项投入产出指标的贡献率、潜在改进效率的进一步分析,发现运动休闲产业从业人员以及旅游专项资金这两项投入要素在各个决策单元中均存在过量投入现象,而运动休闲基地项目投入除去个别年份的低效投入外,总体上能够有效促进运动休闲产业的发展。据此,应当通过精简人员队伍、提高从业人员专业素质,旅游专项资金的针对性投入、鼓励市场融资,进一步提高运动休闲项目的集中发展等途径来优化富阳区运动休闲产业的发展。
This paper uses data envelopment analysis （DEA）, with the project construction workers, sports and leisure industry, tourism, sports special funds base as input indicators, in the sports and leisure industry total income as out- put indicators, conducts the research to Fuyang region of 2008-2015 between each sports industry in Fuyang Development Zone relative well, to achieve the relative effectiveness off （the efficiency value is 100%）, the actual benefits of competition is good in 2011 and 2015, the remaining years of the actual efficiency is between 75%-99%, there are 4 years between 80%-99%. Further analysis of potential improvement rate, the efficiency of the input--output index contribution, found in people in the sports and leisure industry and tourism special funds for the two inputs are excessive input of phenomenon in each decision unit, and transport the investment of movable leisure base project can effectively promote the development of sports and leisure industry in addition to the inefficient input in individual years. Accordingly, should by streamlining staff, improve the professional quality of employees, special funds for tourism investment, encourage the development of market financing , to further improve the focus on the development of sports and leisure projects and other ways to optimize the sports leisure industry in Fu yang district.
