摘要
发展低碳经济必须了解能源消费量和碳排放量。本文基于统计年鉴数据,对江西2001~2015年碳排放量进行了估算分析。结果表明:江西能源消费结构以煤炭为主,能源消费总量呈快速增长的趋势,碳排放总量呈上升趋势,碳排放强度、人均碳排放量呈下降趋势,且低于全国平均水平。但是,能源消费结构的限制、产业结构的约束、能源综合利用效率的制约成为江西低碳经济发展的最大困局。据此,建议优化能源结构,向低碳化、清洁化转型;调整产业结构,推进产业低碳化发展;大力创新低碳技术,提高能源利用效率;加强森林、湿地与林地管理,増加森林的固碳能力。
To develop low-carbon economy must understand energy consumption and carbon emissions. Based on the statistical yearbook data, this paper makes an estimative analysis of carbon emissions from 2001 to 2015 in Jiangxi Province. The results show that the energy consumption structure of Jiangxi is mainly coal, and the total energy consumption is increasing rapidly. The total amount of carbon emissions is on the rise. The carbon emission intensity and per capita carbon emission are decreasing and lower than the national average. However, the limitation of energy consumption structure, the restriction of industrial structure and the constraint of energy efficiency are the biggest dilemma of Jiangxi low carbon economy development. According to this, it is recommended to optimize the energy structure and transfer to low carbonization and cleanness; adjust the industrial structure to promote the development of low-carbon industry; vigorously renew low-carbon technology to improve energy efficiency; and strengthen the management of forest, wetland and woodland as to improve the carbon sequestration of the forest.
