摘要
透明可预见的口岸通关环境在国际贸易中扮演着越来越重要的角色,在帮助和促进贸易便利化中起到了积极作用。本文从实施透明可预见的必要性入手,针对信息公开、内部管理和外部参与三个方面因素进行分析,结合我国口岸通关管理实践,提出可以通过对口岸通关效率进行测量评估,着重构建货物流程跟踪循环机制,并利用"单一窗口"平台建设提供全面信息的门户网站,依托"互联网+"满足企业的信息需求,从而营造透明可预见的口岸通关环境。
The transparent and predictable customs procedure at the port plays an increasingly important role in promoting international trade and trade facilitation. Departing from the necessity of transparency and predictability,the paper investigates information disclosure,internal management and external engagement,and proposes to carry out measurement on the clearance efficiency at the port based on our practices in customs clearance,set up the tracking and monitoring mechanism of the goods flow,establish a comprehensive information portal through the ＂Single Window＂platform,cater to the need of business through the ＂Internet ＋＂programs and finally create the transparent and predictable clearance environment at the port.
