摘要
目的通过调查了解目前新疆甜菜制糖行业在职业卫生管理方面存在的问题,提出相应的职业卫生学对策,以提升职业卫生的管理水平。方法从14家甜菜制糖厂随机选取6家进行调查,调查内容依据国家现行的职业卫生法律、法规规范中有关职业卫生管理方面的要求,分析调查结果,发现问题,提出对策。结果依据相关法律、法规对6家甜菜制糖厂进行职业卫生管理的调查结果显示,"职业病防治规划及实施方案""职业病危害事故应急救援预案及演练"和"个人职业病防护用品发放及使用情况"3项要求各有1家制糖厂不符合,符合率为83.3%,对于"开展工作场所职业病危害评价情况"这项要求,6家制糖厂均不符合。制糖厂职业卫生管理存在职业卫生档案管理混乱、档案资料缺失严重;制糖厂对作业人员定期职业健康检查制度不健全,职业卫生管理人员不熟悉有关职业健康监护方面的要求;未根据作业人员接触危害因素类型发放个人防护用品,对于个人防护用品的使用情况,制糖厂缺乏严格的监管制度,现场接触职业病危害因素的作业人员大部分未佩戴个人防护用品。结论针对新疆甜菜制糖行业在职业卫生管理方面存在的问题,应引起制糖厂管理层的高度重视,依照法律、法规的相关规定,加强职业卫生管理,完善管理体制,以提高职业卫生防治水平。
[Objective]To investigate the current problems on occupational health management in beet sugar industry of Xinjiang,put forward corresponding countermeasures of occupational hygiene,and promote the level of occupational health management.[Methods]6 refineries were randomly selected from 14 beet sugar refineries,and the investigation was performed according to the requirements on occupational health management from the national laws,regulations and norms of occupational health. The survey results were analyzed to find out the problem and put forward the countermeasures.[Results]The investigation on occupational health management of 6 beet sugar refineries showed that there was respectively 1 refinery did not meet the requirement of occupational disease prevention and control programme and implementation plan,emergency rescue plan for occupational hazard accident and drills,and distribution and use of personal occupational protection articles,with the qualified rate of 83.3%,and all of 6 refineries did not meet the requirement of the implementation of occupational hazard assessment in the workplace. The management of occupational health archives was disordered and there were the serious lack of archival data,and the classification management was absent. The system of regular occupational health examination for workers was not complete,and occupational health administrators were not familiar with the requirements for occupational health care. The personal protective articles were not issued according to the type of hazardous factors. There was absence of strict management system for the use of personal protective equipment,and most of the workers exposed to occupational hazards did not wear personal protective articles.[Conclusion]The controllers of refinery should pay more attention to the problems on occupational health management in beet sugar industry.
