摘要
随着社会不断发展和公共事务复杂程度的增加,政府跨部门工作事务日益增多,这使得基于分工和专业化的官僚制组织面临治理挑战。要有效应对跨部门工作事务,组织体系内跨部门协同治理机制的构建必不可少。在对A市"三规合一"工作实践研究的基础上,以经验事实总结了跨部门工作事务的运行机理,并进一步归纳出影响地方政府跨部门协同治理能力的一般理论要素。着力于协同治理要素的搭建,可以建立起跨部门工作事务的协同治理机制,以此将实现地方政府跨部门协同治理的良好效果。
Bureaucratic governments based on division and specialization meet challenges in its governance practices with social development and complication of public affairs, which leads the work of cross-agency increasing. The collaborating mechanism in the organization system of government is necessary, which aims to effectively handle the cross-agency work. On the foundation of practices in City A about the three work plans integration, this paper sums up the practicing mechanism of cross-agency affairs and the general theoretical factors affected the collaborating abilities of government. Focusing on the construction of collaborating abilities, the mechanism of cross-agency would be established and the prospects of effective collaborating governance among local governments could be expected.
