摘要
城镇化进程中的城郊村落介于城乡两种社会体系之间,兼具城乡两种社会因子,形成一种特殊的边缘性社会。边缘化造成了负面影响,也具有特殊的边缘效应:创造了城郊村落发展的特殊条件和机遇、提供了城郊村落自主行动的可能空间、培育了城郊村落社会发展的多样性。未来城郊村落的城镇化,应当以新发展理念为引领,转变城镇化方式,实施创新发展,充分发挥边缘化的积极效应。一要创新理念:突破城郊村落城镇化的传统思维;二要创新体制:建构城郊村落的包容性治理新体制;三要创新机制:激活城郊村落创新发展的社会主体;四要创新方式:探索城郊村落城镇化的多样性。
The suburban villages between the two social systems of urban and rural areas have been the special marginal community including the two kinds of social factors of urban and rural areas in the process of urbanization. Marginalization caused negative influence, also has a special edge effect： Created the special conditions and opportunities of the development in the suburban village, provide the autonomous action possible space of suburban villages, foster the diversity in social development of suburban villages. It shall be based on the new development ideas as the lead, transform the mode of urbanization, implement the innovation development, give full play to the positive effects of marginalization. （1） Innovate ideas： break the traditional thinking of urbanization in the suburban villages. （2） Innovate system： establish a new inclusive governance system in the suburban villages. （3） Innovate mechanism： activate the social subject in the innovation development of suburban villages. （4）Innovate ways： explore the characteristic and diversity of urbanization in the suburban villages.
