摘要
"十三五"时期是我国全面建成小康社会的决定性阶段和全面深化改革的关键时期。高速公路作为国民经济基础性、先导性的行业,面临着债务增长较快和资金筹集任务较重的双重压力,公共财政投入已经无法满足高速公路快速发展的需要。PPP模式给高速公路发展带来新的机遇和挑战。论文结合高速公路投融资的现状,分析PPP模式的可行性及存在的问题,提出改进措施,以促进高速公路PPP模式持续健康发展。
The ＂13th Five-Year＂ period is the key period of China＇s comprehensive completion of decisive stage of well-off society and deepening reform. Expressway as the national infrastructure, economy leading industry, facing the dual pressure and rapid growth of debt financing heavier tasks, public investment has been unable to meet the needs of the rapid development of highway. PPP mode brings new opportunities and challenges to the development of expressway. Based on the present situation of expressway investment and financing, this paper analyzes the feasibility and existing problems of PPP mode, and puts forward some improvement measures to promote the sustained and healthy development of expressway PPP mode.
