摘要
为适应环评审批改革新要求,按照"监管下沉、信息上浮"思路,设计和开发了基于SOA架构的智慧环评审批信息系统,在原有审批电子化基础上统一全市审批流程,夯实环评数据基础,实现了"一纵一横"的环评审批数据共享,并结合GIS技术和.net开发平台,实现了建设项目环评的"带图审批"、全生命周期闭环电子档案管理、数据校验、报警与提醒、综合统计、移动审批等功能,为实现环评管理的系统化、科学化、法制化、精细化、透明化提供了有力支撑,为信息技术有效提升政府服务和治理能力提供了一种解决思路。
In order to meet the new requirements for the reform of Environment Impact Assessment( EIA) approval,a smart information system for EIA approval based on SOA architecture is developed with the concept of delegating power and collecting information. Through unifying the municipal approval process based on the original E-approval process and enriching the EIA database,the vertical and horizontal EIA approval data sharing is achieved. Combined with GIS technology and. Net platform,the system realizes many functions,such as EIA approval based on mapping,closed electronic archive management for the whole life cycle of the project,data calibration,alarming and reminding, comprehensive statistics, and mobile approval. This development provides strong support for systematic,scientific,legal,precise and transparent EIA management,and offers a solution for enhancing the government's service and management ability with information technology.
