摘要
基于相关文献，提出省级五年规划编制科学水平影响其实施绩效的假设，基于政府的视角，以重庆市“十二五”规划为例，对重庆市市级政府部门进行问卷调查和数据收集，建立多元线性回归模型进行分析。研究表明：规划的可行性和操作性对规划实施绩效具有极显著的正向影响，规划的客观性具有显著的正向影响，规划的明晰性的正向影响不显著。只有基于研究结果，提出相应的政策建议。
Based on the related literature, a hypothesis that the scientific level of planning-making has an effect on implementa- tion performance was put forward. In the perspective of the government, taking Chongqing＇s 12th five-year plan, through the questionnaire among the municipal government departments and data collection, a multiple linear regression model was set up. The research shows that： the feasibility and operability of planning has a very obvious positive effect on the implementation pertormance ; the objectivity of planning has a significant positive effect on the implementation performance ; the positive influence of the clarity is not significant. Based on the result, the corresponding policy recommendations were put forward.
