摘要
分类管理应是我国民办高等教育治理最基本的制度设计。由于我国民办高校教育发展的特殊性与阶段性,在民办高校管理实际工作中,仍存在着行政偏见和政策岐视,导致民办高校出现法人性质模糊和产权权利残缺的问题。而民办高校分类管理的实质就是通过认定民办高校的法人属性、构建完全的产权制度,使制度供给与民办高校发展的实践相适应。促进分类管理政策的落地,应该以促进民办高等教育事业健康发展为根本目的和战略取向,扩大不同类型民办高校发展的制度空间,以差异化的政策支持民办高校持续发展。
Category management policy didn’t exist in the start.However,category management policy should be fundamental system design in the management of private higher learning institution.The essence of category management policy in private higher learning institution is aiming at making institutional supply adapt the development of private higher learning institution through clearing the law attribute of private higher learning institution and establish full property rights system.To promote the realization of category management policy,we should aim at promote the healthy development of private higher learning institution,enlarge institutional space of the development of different kinds of private higher learning institution and support the sustainable development of private higher learning institution through different policies.
