摘要
污染源在线监测是控制污染物超标排放的有效手段,监督企业做好污染源在线监测设备运行管理和维护,有利于对污染源实施有效监管.通过分析污染源在线监测运行管理方面存在的问题,提出完善规范与制度、加强监管、加强监督监测能力、明确运维单位责任、加强信息化及高科技的应用等措施,确保污染源在线监测设备正常运行,为环境执法提供科学依据.
Online monitoring of pollution source can effectively control the excess emissions of pollutants. Therefore, the equipment maintenance of enterprises and supervision of government are the key factors for controlling pollution sources. The problems in the operation and regulation of online monitoring were analyzed and discussed. Some measures were proposed to perfect the standard and the management system, to strengthen the supervision and monitoring capability, to affirm the responsibility of the enterprises, and to encourage the informatization and the application of high-tech technology in order to ensure the normal operation of the online monitoring of pollution source, which are the basis for environmental enforcement.
