摘要 我国社会工作行政化发展模式包含行政化推动、行政化支持和行政化管理三个基本要素,具有政出多门、外延发展、政社关系失衡、社会治理目标等基本特征。行政化模式极大地推动了我国社会工作的发展,但是也导致社会工作事业面临一系列困境。要突破这些困境,就必须推动行政化发展模式向专业化发展模式转变。专业化发展模式的三个基本要素是行政化推动、社会化支持和专业化管理,其主要发展路径是:从政策化推动向法制化发展转变;从单一的行政化支持向多元的社会化支持转变;从单向的行政化管理向双向的专业化管理转变。 The administrative development model of China' s social work consists of three basic elements:administrative promotion, administrative support and administrative management. There are some basic characteristics in the model: policies from many departments, extensive development, im- balance between government and society, social governance goals. The administrative model has great- ly promoted the development of social work in China, but it has also led to a series of difficulties in so- cial work. To break through these difficulties, it is necessary to push the administrative model into a professional model. The three basic elements of professional model include the administrative promo- tion, social support and professional management. Accordingly, there are three development paths: transform policy dependency into the development by the legal system; transform administrative support into multiply social support; transform administrative management into professional management.
