摘要
铁路轮渡是我国铁路网规划中"八纵八横"的陆海铁路大通道,是国家"一带一路"的战略内容,是集铁路、港口、航运三个高风险行业于一体的系统工程。铁路轮渡将客、车、货聚集封闭在船舱内,如遭受恐怖袭击,会造成人员的大量伤亡和重大财产损失。对铁路轮渡恐怖活动实施"零容忍",以铁路轮渡反恐作战需求为导向,建立信息化反恐应急处置模式,优化扁平化应急指挥机制,打造"铁路轮渡反恐一分钟处置圈",是提升铁路公安机关应急处突实战能力的有效路径。
Railway ferries are one of the large passageways of ＂Eight Vertical and Eight Horizontal Rail Lines＂ which have being planned by the Chinese railway network and will connect the land and the ocean. It＇s an important part of the national strategy of ＂Belt and Road Initiative＂ and a systematical engineering integrating the three high-risk industries： railway, ports and shipping. Railway ferries gather and close the passengers, cars and goods into cabins. If a terrorist attack occurs, it will cause large passengers casualties and great property loss. We should represent ＂zero tolerance＂ to the terror on railway ferries. It is an effective method of improving railway police＇s capability of emergency disposal to establish ＂one-minute disposal circle of railway ferry anti-terrorism＂ by taking what anti-terrorist combats need as the direction, setting up informationized anti-terrorist emergency disposal mode and optimizing delayering emergency command mechanism.
