摘要
基于比较优势理论,本土产业可以通过两条路径提升竞争力:一是融入全球价值链,二是构建国家价值链。被动地融入全球价值链将导致本土企业被锁定在低端环节,而孤立地构建国家价值链,将导致区域间产业发展差距的拉大。我国要实施更高水平的对外开放战略,应超越比较优势思路,主动引领区域价值链的构建,而"一带一路"构想的提出,正是推动"走出去"与"引进来"的有机结合,提升产业竞争力的重要举措。基于显性比较优势指数,文章设计了基于引领能力的显性产业合作优势指数,并以"一带一路"沿线具有代表性的11国为例,选出中国与之开展合作的优势产业组合;在此基础上,梳理并总结了构建"一带一路"区域价值链的产业合作路径。
There are two ways to enhance the competition for local industry based on the theory of comparative advantage: one is to combine the global value chain, and the other is to construct the national value chain. Combining the global value chain passively will lead the local enterprises to be locked in the low-end links. However, contracting the national value chain separately will widen the gap, which among the development of regional industry, largely. This paper claims that if China want to put more advanced level of opening up strategy into effect, we should surpass the thoughts of comparative advantage, even guide the construction of area value chain positively. Furthermore, the implementation of "The Belt and Road" strategy not only promote the organic combination of "going out" and "bringing in", but also the vital step to enhance the industry competition. The design, based on the Index of Revealed Comparative Advantage, is the Index of Revealed Industry Cooperation Advantage under the leading ability in this paper. Taking 11 countries, which are along the "The Belt and Road" as the examples, China will elect combination of the prior industries between these countries which has been cooperated. The author summarizes the industrial cooperation way of constructing the Area Value Chain of "The Belt and Road" on the above basis.
