摘要
文章析了淮阳古城历史发展概况,淮阳古城水系构成和坑塘水系的形成原因,淮阳古城城市空间形态与水的关系。通过借鉴淮阳古城水系"沟渠环绕、河流穿越、坑塘散布"的布局方式,坑塘水系的调蓄功能和后期的城市水系管理历史经验,反思当今城市排水防涝遇到的一些问题,结合城市排水系统的实际情况,提出城市排水防涝系统规划应建立"点、线、面"多层次的城市水系网,构建"城市水系"、"市政管网"、"城市各地块"三大排水系统以及建立因地制宜的防洪改造策略和灾害应急管理制度。
The article analyzes the historical development situation, the reasons for the formation of pits or water system, he relationship between the urban spatial form and water in huaiyang city. The layout of the urban canal system in ancient huaiyang： ＂moats looping around cities, canals flowing through cities, lakes and ponds distributed all over the city＂ and the storing function of pit and pond water system as well as the historical experience on urban water management are learned. Problems we meet in current urban draining and waterlogging control are worth reflecting. Based on the current situation of urban drainage system, the article proposed that drainage and waterlogging control system planning should establish multi-level urban drainage network centered on ＂point, line, face＂, build 3 drainage systems--urban water system, municipal pipe network and urban blocks,and establish the transformation strategy and disaster emergency management system.
