摘要
目的 :明确上海市近年来各类卫生监督管理相对人数量、监督检查覆盖率的变化趋势,分析一线执法监督员现况与理论需求之间的差距,在此基础上提出提高监督检查覆盖率的可行性策略。方法 :基于上海市卫生监督综合信息平台,收集2011—2015年各类卫生监督管理相对人数量、实际监督检查状况及卫生监督人员数等指标。结果 :上海市卫生监督管理相对人由2011年的84 291户增加到2015年的92 616户,增幅9.9%;监督检查覆盖率上升了25.3%;一线执法监督员数与理论需求之间的差距由2011年的26.3%~39.6%扩大到2015年的35.9%~47.6%。结论 :目前上海市的卫生监督检查覆盖率不高,一线执法监督人员不足。现阶段需优化监督检查方案以提高覆盖率,对数量较少且覆盖率较高的管理相对人采取"每年全覆盖"的策略,对数量较多且覆盖率相对较低的管理相对人采取"2~3年内全覆盖,重点亚类每年全覆盖"的策略。
Objective ： To analyze changes in both number of health supervision target institutions and health inspection coverage, estimate a gap between health supervisors＇ current situation and theoretical requirements, and propose feasible strategies on how to improve the inspection coverage. Methods： The number of health supervision target institutions, health supervisors, and supervision and inspection conditions were collected based on the comprehensive health supervision information platform in Shanghai. Results： Target institutions increased from 84 291 in 2011 to 92 616 in 2015, with an increasing rate of 9.9%. The health inspection coverage increased by 25.3%. The gap between health supervisors and the theoretical requirements expanded from 26.3%-39.6% in 2011 to 35.9%-47.6% in 2015. Conclusion： At present, the health inspection coverage in Shanghai was not high and the health supervisors were insufficient. It is suggested the supervision program be optimized to improve coverage, target institutions with a small amount be completely inspected annually, and those with a large amount be fully inspected every two or three years and the key sub-categories be completely inspected annually.
