印染集中区节水减排管理机制研究 被引量:1

摘要 印染集中区以染整厂和水洗厂为关键企业,由于这类企业采用以水为媒介的湿法加工工艺,因此在其生产过程中,存在新鲜水使用量大、水回用率低、排水量大,且废水治理难度大的问题.从动力机制,运行机制、约束机制3个方面建立印染集中区的节水减排管理机制:动力机制指的是在集中区内建设有效的信息交流体系,针对企业及企业内部员工建立激励奖罚制度;运行机制作为主体机制,针对企业生产过程产生的环境问题,建立ISO14000环境管理体系和实施清洁生产;约束机制主要结合集中区的资源环境特征,建立项目准入制度和标准,对运行企业执行排污许可证制度,以及废水达标排放的控制约束. Dyeing factories and washing factories are key enterprises of dyeing and printing industry concentration area.In these factories,water was the main medium for wet processing,thus the application of fresh water as well as waste water were largely produced with a low water reusing rate and the wastewater treatment was difficult.In this study,water-conservation and waste-reduction management system was established in the aspects of initiative system,operation system and restriction system.Initiative system referred to build an effective information communication system inside the park and set up an incentive system of rewards and punishment in view of the enterprise and enterprise employees.As the main mechanism,operation system aimed to establish ISO14000 environmental management system and carry out cleaner production based on environmental problems in production process.Combined with the resource-and-environmental features of concentrated area,restriction system was going to establish the access system and standards of project.On the other hand,the restriction system could carry out discharge permit system and control the discharge standards of waste water on enterprises operation.
