摘要
京津冀地区是中国三大区域经济(珠三角、长三角、京津冀)发展不平衡最显著的区域。基于泰尔指数方法,分别对京津冀区域经济的国内生产总值、人均国内生产总值、一般公共预算人均收入和一般公共预算人均支出四个指标进行测算,结果显示国内生产总值、人均国内生产总值的泰尔指数大于0.1,经济产出不平衡程度显著,一般公共预算人均收入和一般公共预算人均支出泰尔指数较高,尤其一般公共预算人均收入不平衡程度很大。就雄安新区发展思路而言,既要考虑区域经济发展不平衡和实施京津冀协同发展战略对其影响,又要积极借鉴深圳特区与浦东新区开发建设的成功经验,更要结合具体实践,利用好相关政策、找准突破点、确定好战略方向,创新发展模式和形成发展思路,开发建设好功在当代、利在千秋的伟大事业。
The Beijing-Tianjin-Hebei Region is the most obvious region of imbalanced development among the three major regional economies in China： the Pearl River Delta,the Yangtze River Delta and the Beijing-TianjinHebei Region. Based on the method of the Theil index,the author respectively calculates four indicators on GDP,per capita GDP,per capita income of the general public budget and per capita of general public budget expenditure of the Beijing-Tianjin-Hebei regional economy. The results show that the Theil index of GDP and per capita GDP are greater than 0.1,and that the imbalance of economic development is obvious. The Theil index of the per capita of the general public budget income and per capita of the general public budget expenditure are higher,especially the inequality of the general public budget per capita income is higher. In terms of the development of the Xiong＇an New Area,it is necessary to consider the imbalanced development of regional economy and the implementation of the Beijing-Tianjin-Hebei Collaborative Development strategy,and actively learn from the successful experience of the Shenzhen Special Economic Zone and Pudong New Area development and construction. In addition,we should make good use of the relevant policies,find the breakthrough point,determine the strategic direction,and innovate development mode and clarify the development ideas. It is a great undertaking to develop and build the Xiong＇ an New Area in the present age and benefit from it in future.
