摘要
从宏观政策和地区状况两方面介绍了排污权交易制度在嘉兴实施的背景,从完善"顶层设计"、完善管理体系及运行成效方面介绍了排污权交易制度在嘉兴运行的现状,指出了现行排污权交易制度存在的不足,应从完善法律体系、转变定价机制及让市场主体多元化方面进行改进。
This paper introduces the implementation background of emission trading system in Jiaxing from the aspects of macropolicy and regional situation as well as its current operation situation from the aspects of＂top-level design＂improvement,management system improvement and its effect.It also points out the deficiencies of the current emissions trading system,and proposes that it should be advanced through legal system improvement,pricing mechanisms transformation and market subjects diversification.
