摘要
作风建设的根本问题是制度建设。邓小平同志说过:"制度问题不解决,思想作风问题也解决不了。"当前,加强和改进作风建设的一项重要和紧迫的任务是及时把党的十八大以来正风肃纪的成功经验转化为制度成果,从制度层面探索构建改进作风的常态机制。特别是要从源头防控、教育培训、监督管理、执纪问责、考核评议、制度执行等方面,构建闭合关联、制衡有度、科学有效的制度体系,用制度为作风建设保驾护航,推进作风建设常态化、制度化、长效化。
The basic problem of work style construction is the system construction. Deng Xiaoping said: 'if the problem of the system is not solved,the problem of ideology and style will not be solved. 'At present,the important and urgent task to strengthen and improve the work style construction is to translate our party's successful experience into the system results since the 18 th CPC National Congress,to explore the construction of the normal mechanism to improve the work style from the institutional level. Especially,from the source of prevention,education and training,supervision and management,assessment and evaluation,system implementation,accountability discipline and other aspects,it is necessary to build a scientific and effective system with a closed association and institutional balances which escorting work style construction,and to promote work style construction normalization,institutionalization and long-term.
