摘要 北京市"煤改气"工程对环境治理卓有成效,天然气发电主要承担热电联产和调峰任务。采用平准化发电成本(LCOE)模型来衡量热电联产机组和调峰机组的经济性,并量化天然气发电的环境价值。结果表明,热电联产机组的平准化发电成本电价要高于北京市现行气电价格,调峰机组补贴不足以弥补调峰成本,气电环境效益较煤电要高出许多。根据当前市场环境和发展需求,建议健全天然气市场体系,完善天然气发电价格机制,提高天然气发电调峰补贴等。 The project of changing fuel from coal to gas has an effective impact on bettering the atmosphere environment in Beijing. The centralized gas power generation mainly undertakes the combined heating and powering(CHP) responsibility and peaking tasks. The paper adopts the level cost of electricity(LCOE) to measure the economic performance of cogeneration and peak shaving units, as well as quantify the environmental value of gas power generation. The results indicate that the LCOE of heat and power cogeneration is higher than the current FIT and the subsidy of peak shaving unit is insufficient to make up the generation cost with higher environmental benefit than coal generation. According to the current market environment and development demands, it is necessary to perfect he natural gas market system, improve the price mechanism of natural gas generation, and increase the subsidies of peak shaving of natural gas power generation.
